ABSTRACT 

Secondary Education Department – Establishment of 355 Model Schools in the Educationally Backward Blocks-Acquiring Infrastructure-Procurement of furniture in all the 355 Model Schools-Orders-Issued.

ORDER:

The Government of India have sanctioned 355 Model Schools in Phase-I for the State of Andhra Pradesh under the Centrally Sponsored Scheme of setting up of Model Schools at block level. Accordingly, the Model Schools have been taken up under the Andhra Pradesh Secondary Education Society, which is implementing Rashtriya Madhyamika Shiksa Abhiyan project in the State. The construction of School buildings are nearing completion and these Schools are going to be operationalized from the academic year 2013-14. 

2. In the reference read above, the Commissioner and Director of School Education, has stated that series of Meetings were held for development of Infrastructure in Model Schools. In the Infrastructure Development Committee meeting held on 18.01.2012 in the Chambers of the Commissioner of Intermediate Education, it was resolved that the Chief Engineer, Andhra Pradesh Education Welfare Infrastructure Development Corporation should prepare the Tender Document as three components i.e., Furniture, Computer and Hardware and Lab Equipment. The Tender Committee examined the specification of all the major manufacturing companies like Godrej, Wipro, Feature Lite etc. The Committee resolved to publish the Tenders in Economic times, National edition and also in important local Newspapers on e-Procurement basis.During the meeting held on 01.06.2012, it was resolved that the specifications of furniture items to be displayed

as a demo from the reputed manufacturers such as M/s. Godrej Boyce, M/s. Feather Lite, M/s. Wipro and M/s. Methodex Systems Ltd. and instructed the Committee Members to inspect the furniture items displayed. Accordingly, on 18.06.2012, the items were displayed and specifications were obtained from the manufacturers for the furniture items selected by the Committee Members and placed before the Tender Committee for finalization of Specifications. The above manufacturers prepared samples of Dual desks as per the modifications suggested by the Committee.

3. The Commissioner and Director of School Education has stated that the Government of India earmarked Rs.30 Lakhs towards infrastructure with the following components i.e Rs.5 Lakhs for Laboratories, Rs.2 lakhs for computer Labs and Rs.23 Lakhs towards class room and other furniture for each school. In order to purchase lab equipment an expert committee was constituted to list out the items/equipment to be purchased with specifications. The Government of India, MHRD, Deptt., of School Education,New Delhi,vide Lr.No.F.22-10/2009-Sch.1(A),dated 22.07.2011 while issuing sanction order under Phase-I Serial No.XIV stated that “The guidelines issued by Government of India from time to time regarding monitoring management, financial control and other procedure would be followed in the execution of the project”. Further the Government of India in the Manual for Financial Management and Procurement for RMSA at para 1.2.7 stated that”the manual is mandatory for all the activities under RMSA at all levels on implementation. No deviation from the manual is permitted”.

4. As per the Manual for Financial Management and Procurement for RMSA under Chapter 8 Annexure XXV the following procedures have to be followed:

5. As per para 8.19.1 of the above Manual, any goods, works and services that have not been procured in accordance with the outlines provided in the Manual, shall be treated as mis-procurement. The expenditure incurred on such procurements shall not be eligible for Financing from RMSA Funds. The Commissioner and Director of School Education Andhra Pradesh Hyderabad has stated that, keeping the above in view, proposals were submitted to Government for Procurement of Infrastructure on National Competitive bidding (Open Tenders). 

6. The Commissioner and Director of School Education Andhra Pradesh Hyderabad has stated that procurement of furniture and equipment may be taken up by inviting National Competitive bidding (open tenders) through e – procurement at State level for all the 355 Model Schools duly following the procedures prescribed by Government of India for RMSA to ensure Competitive rates, participation of manufactures from National level and timely delivery of the goods after verifications and permit Managing Director, Andhra Pradesh Education Welfare Infrastructure Development Corporation to call for tenders through e – procurement system. 

7. The Commissioner and Director of School Education Andhra Pradesh Hyderabad has stated that while inviting the bids, the Managing Director, Andhra Pradesh Education Welfare Infrastructure Development Corporation may also be instructed to take necessary steps as detailed below:

1.To include Schools in respect of which building would be completed and handed over to the Department by September,2013.

2. The classes proposed to be opened during 2013-14 are VI to VIII and Intermediate first year, two sections of each class. Furniture to be procured for the class rooms to be proportionate to this extent.

3. However furniture for the other purposes like Library, Office, Computer room etc., shall be as per the requirement already decided.

8. After careful examination of the proposals, the Government hereby accord permission to the Commissioner & Director of School Education, Andhra Pradesh, Hyderabad, to procure the furniture through open Tender System by dividing the entire state into 4 hubs containing 90 Schools in each hub and call for tenders as per RMSA norms to ensure Quality and speedy supplies. 

9. The Commissioner & Director of School Education, Andhra Pradesh, Hyderabad, shall take necessary further action in the matter.

O R D E R:-

The C&DSE in the reference read above has stated that, the Hon’ble Prime Minister of India in his independence day speech has announced the scheme for setting up of 6000 Model Schools at block level as bench mark of excellence as a centrally sponsored scheme with an objective to invest in setting up of good quality schools across the country with standards of excellence for other schools in the area.

2.       Accordingly Central Government have sanctioned 355 Model schools under phase–I  to Andhra Pradesh State for setting up on Kendriya Vidyalaya template with classes VI to X and intermediate with 2 sections in each class with an estimated non recurring cost of Rs.3.02 Crores & recurring cost of Rs.0.75 Crors per annum.

3.       In order to facilitate smooth functioning of the classes and provision for 1st year Intermediate students to appear for Intermediate Board Examinations, during 2013-14, the C&DSE has requested the Government to grant affiliation to the intermediate courses to all the 355 Model Schools with the following courses:

4.          Government after careful examination of the matter hereby accord permission for affiliation of all 355 Model Schools in the state of Andhra Pradesh (Annexed to this Order) sanctioned by Government of India  to be established in Educationally Backward Mandals for conducting Intermediate Board Examinations commencing from 2013-14.

5.          The Secretary Board of Intermediate Education shall take further necessary action for grant of affiliation to all the 355 Model Schools in the state, accordingly.

In the references first read above, the Commissioner and Director of
School Education, Andhra Pradesh., Hyderabad, has sent a proposal for
sanction and release of Rs.137.36 Crores towards State share from the
available amount of Rs.200 Crores provided in the Budget Estimates 2012-13
for construction of 355 Model Schools.
2. The Finance (Expr.SE) Department, have issued Budget Release Order
in the reference second read above for an amount of Rs. 137,36,00,000/-
(Rupees One Hundred Thirty Seven Crores Thirty Six Lakhs only) Plan from
the BE Provision 2012-13 as State Matching Share of 25% for setting of Model
Schools under Rashtriya Madhyamik Shiksha Abhiyan Programme.
3. In pursuance of the Budget Release Order issued by the Finance
(Expr.SE) Department in the reference 2nd read above and the Commissioner
and Director of School Education Andhra Pradesh, Hyderabad, proposal in the
reference 1st read above, Government hereby accord administrative sanction
for an amount of Rs. 137,36,00,000/- (Rupees One Hundred Thirty Seven
Crores Thirty Six Lakhs only) Plan from the BE Provision 2012-13 as State
Matching Share of 25% for setting of Model Schools under Rashtriya
Madhyamik Shiksha Abhiyan Programme.
4. The amount sanctioned in para 3 above shall be debited to the Head of
Account as mentioned in Budget Release Order in the reference second read
above. 5. The Commissioner and Director of School Education, Andhra Pradesh,
Hyderabad, shall take necessary action accordingly.
6. This order issues with the concurrence of Finance (ESE) Department
vide their U.O.No.2211/56/ESE/13, dt.05.02.2013.
